LODR

In certain regulations It is written as Top 1000 listed entities from 1/4/19 shall comply certain things & Top 2000 listed entities from 1/4/2020 need to comply the same certain things. Why is it written for the previous amendment?

I got the answer in the lectures of LODR, that april 1 2019 is to be ignored completely and april 1 2020 is the relevant part.
